The Chief will direct and supervise at a primary level all programs in the Domiciliary Residential Rehabilitation Program (DRRTP). The incumbent has direct line authority and is fully responsible for all aspects of management and supervision for multiple bed specialties and several multi-disciplinary teams. The incumbent serves as the administrative and clinical manager for the 24 hours-a-day, seven days a week multidisciplinary staffed Domiciliary Residential Rehabilitation Treatment Program (DRRTP) planning, developing, implementing DRRTP policies; and exercising responsibility for program effectiveness, modification, service patterns, coordination of services with other Health Care Systems programs and community agencies. The DRRTP Chief, Psychologist Program Manager directs the day-to-day operations of the 192 bed DRRTP. The DRRTP programs provide a multitude of services and are managed by continuous interaction, liaison and consultation with program managers, Veterans, community partners, community agencies, and central office program officials. These programs include:
1) DRRTP Substance Abuse Residential Treatment Early Phase; 2) DRRTP General Domiciliary; and 3) DRRTP Post-Traumatic Stress Disorder. The DRRTP Chief, Psychologist Program Manager exercises professional psychological practice skills and judgment managing, planning, developing, implementing, monitoring, and evaluating domiciliary program operations; and, developing and implementing DRRTP policies relating to domiciliary care and the coordination of care with the various clinical, allied health and administrative services within the healthcare system. Ensures compliance with legal and regulatory requirements, accreditation standards, and meeting customer needs. Ensures staffs provide full professional responsibility for assigned cases presenting a wide range of psychosocial and environmental problems from prevention, intervention and treatment. Assures the coordinated, integrated, rehabilitative, restorative health and psychosocial rehabilitation for eligible Veterans who are indigent, homeless, substance addictions, post-traumatic stress, and have mental health and/or medical illness within the clinical bed sections. The DRRTP Chief, Psychologist Program Manager directs the operations including allocation of resources of budget, personnel, space and equipment for the DRRTP. Responsible for an operational budget of $1.5 million. Manages fund control points 516 & 550. The incumbent is alert to methods of improving operations and by working within the framework of Human Resource Management Service for recruitment. Represents the DRRTP in a variety of Health Care System (HCS) Services and Community agencies. Establishes, develops, and maintains effective working relationships with other HCS leadership, Services, and clinics; VACO and VISN Program staff and Behavioral Health Specialist; and community agencies. Establishes outreach activities with community agencies as appropriate. Meets with key customer and coordinating officials to assess customer satisfaction, explain Bonham policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow- up. Researches and determines or recommends appropriate actions or interpretations of issues that impact the Domiciliary, the HCS, VISN, or VA. May be required To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2020. BASIC REQUIREMENTS. The basic requirements for employment as a VHA psychologist are prescribed by Public Law 96-151 codified in 38 U.S.C. 7402. To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term specialty area refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology). OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a respecialization program (including documentation of an approved internship completed as part of the respecialization program) meeting both of the following conditions:
the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. AND Internships Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre1979) are considered to be acceptable in fulfillment of the internship requirement; OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE:
Once board certified, the employee is required to maintain board certification.) OR Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. NOTE:
Psychologists who meet the requirements of this revision and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the requirements of this qualification standard. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Exception. Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a graduate psychologist at the GS-11 or GS-12 grade under the authority of 38 U.S.C. 7405 (c)(2)(B) for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. Loss of Credential. A psychologist who fails to maintain the required licensure must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation if qualified and if a placement opportunity exists. Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
GS-15 Senior Psychologist Program Manager Experience. At least 4 years of experience as a professional psychologist, with at least one year equivalent to the GS-14 level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
Skill in managing and directing the work of large, complex organizational units and in applying effective management practices. Skill in persuasion, negotiation, and motivation to negotiate multiple program policies. Skill in interpersonal relationships in dealing with employees and other managers using advanced consultation and problem solving skills. Skill in the application and analysis of measurement tools to systems issues. Ability to balance responsibilities in a complex environment and to work with great autonomy; ability to set priorities and delegate tasks, meet multiple deadlines, analyze complex organizational problems; and ability to develop and implement effective solutions for those problems. Ability to assess need for basic and complex services across multiple programmatic contexts. Ability to coordinate the efforts of multiple program elements across a complex system. Experience is only creditable if it is post-doctoral degree experience as a professional psychologist directly related to the duties performed. Preferred

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
